THPRD, Winterhawks discussing proposed ice rink facility
The Portland Winterhawks have approached THPRD with a public/private partnership proposal that would entail building an ice rink facility at THPRD’s Howard M. Terpenning Recreation Complex, 158th and Walker Road, Beaverton.
This proposed partnership would be funded primarily by a significant private donation. The facility would help address current and future demand from the ice skating and hockey communities and other ice-related activities on Portland’s west side.
Discussions between the two sides have been going on since 2015, and the THPRD Board of Directors are fully informed through briefings at executive sessions, which are held prior to regular public board meetings. The confidentiality of discussions related to real property transactions is protected by state law. It is common practice for the park district (and other public agencies) to address property transactions in this way.
THPRD and the Winterhawks are currently engaged in discussions, but no decisions have been made. Furthermore, there is no guarantee an agreement will be reached. Any final agreement would require board approval at a public meeting.
If one is achieved, the ice rink facility will likely be built at the HMT Complex, close to where two outdoor skate parks currently exist. Regardless of the outcome of the ongoing discussions, THPRD is 100% committed to providing outdoor skate parks to its local community. Should any portion of the existing outdoor skate park(s) be affected by the proposed ice facility, the district would provide a replacement, and possibly improved, skate park facility at the HMT Complex.
