Rustad joins Bond Oversight Committee; five reappointed

Jeannine Rustad has been appointed to a committee that oversees implementation of the Tualatin Hills Park & Recreation District's 2008 voter-approved bond measure.
Rustad, a land use planner for the City of Hillsboro, will serve a two-year term on the Parks Bond Citizen Oversight Committee. Her background also includes extensive experience in law, finance, and project and budget management.
The THPRD Board of Directors made the appointment at their regular monthly meeting on April 13. Rustad replaces Marc San Soucie, who has chaired the committee since its inception in 2009. Board members will select a new chair at their May meeting.
Reappointed for new two-year terms were Frank Angelo, Rob Drake, Boyd Leonard, Rob Massar and Matthew McKean.
The 12-member committee's purpose is to ensure the park district meets the objectives of the bond measure and uses the funds as planned. Members focus on delivery of overall bond measure obligations, not specific projects or activities. Appointments are made by the THPRD Board.
The committee reports annually on overall progress in meeting objectives. Members have the opportunity to recommend improvements in efficiency, administration or performance.
Parks Bond Measure 34-156 was approved in November 2008 by voters within THPRD boundaries. The measure provided funds for land acquisition and dozens of improvement projects focused on parks, trails, natural areas, athletic fields, and facilities.
